1. IntroductionAt the 75th session of the UN General Assembly, China pledged to peak its carbon dioxide emissions by 2030 and become carbon neutral by 2060 [1]. Within this context, building an efficient, clean, and sustainable energy system has become imperative. As a critical component of the energy internet, virtual power plants integrate distributed energy resources, exhibiting high flexibility and market responsiveness and playing a vital role in decarbonizing the power sector [2].
