DiscussionA careful review of the results and experiences of the authors in conducting the 21 investment cases, including feedback from in-country advocates and government officials, provides clear learnings and reflections from the multiyear effort. The investment cases appear to contribute to a diverse range of impacts and uses. FCTC 2030 countries have shown multiple tobacco control advancements that are plausibly attributable in part to the investment cases.

DiscussionInvestment case methodology varies across global health topics and over time, as new models have been developed and new data become available that allow more comprehensive and country-tailored analysis. The WHO FCTC investment cases discussed in this series advance the field in several ways. Notably, they offer comparable results from a demand-driven process of strengthening tobacco control.

DiscussionBy offering country-specific evidence about the distributional effects of tobacco taxation, we show the significant differences in tobacco-attributable mortality and morbidity and resulting health and economic costs that can occur among different income groups with increases in tobacco prices.
