LOS ANGELES - Arturo Garcia said he's been working in the Palisades for 17 hours nonstop. His partner has been awake for over 24. Like the firefighters he was surrounded by the night before, he's guarding homes - not against the flames, but against looters, who might see opportunity in an affluent neighborhood suddenly deserted. "We're the only two guards that are up here," said Garcia, standing feet away from one of the stately homes he's been paid to protect.

Faced with the prospect of an extensive, and expensive, seismic safety retrofit for its 1960s-era downtown headquarters, L.A. County decided to vet an alternative: a far newer building, located just blocks away. LOS ANGELES - The joke around the hospital is that Dr. Sebo Amirkhanian Namagerdy does not leave Rancho Los Amigos, a premier rehabilitation facility run by Los Angeles County. His Mercedes is always in the parking lot. A former nurse found him to be such a permanent fixture at the Downey hospital that she compared him to "a piece of the material." Doctors at other county-run facilities have heard of the guy who's the "one-man-show" of his intensive care unit.
