1. IntroductionThomas Friedman produced The Lexus and the Olive Tree in 1999, on the cusp of the new millennium. A pro-globalisation tome, Friedman argues that technology has connected the world, making it ‘flat’, allowing greater input and participation from outside the developed world, or the West (Friedman, 2012).1The Lexus and the Olive Tree is based on an idea that the age of the nation state has ended and has been replaced by ‘globalisation’.

The prospect of a protectionist trade agenda underscored by sweeping tariffs is proving a major concern for many governments, and none—ally or otherwise—are seemingly safe.

One of President Biden’s final state visits was slated be to Angola this week — it would have been his first visit to the African continent as president. However, the White House announced on Tuesday the trip was being postponed due to Hurricane Milton. The decision to travel to the Lusophone nation on the eve of his departure from the Oval Office was certainly not the grand tour he nor many on the continent had thought (or hoped) would transpire.
