The interim conclusions of the EU minimum level inquiry recommended that even UN quota refugees and refugees who have lived in Sweden for five years, two groups which are currently eligible to receive permanent residency, should only be eligible for temporary permits. The inquiry, chaired by the judge and former Sweden Democrat official Josephine Boswell, recommended repealing the current regulations allowing for permanent residency and introducing new regulations for temporary permits.

Is it illegal to apply a law retroactively in Sweden? That depends. Article 10, Chapter 2 of the Instrument of Government, one of Sweden's four constitutional laws, bars governments from applying criminal law retroactively. "No one may be sentenced to a penalty or penal sanction for an act which was not subject to a penal sanction at the time it was committed," the section on criminal law reads.

The reopening promises to save applicants from travelling 4,000 kilometers each way to visit the country's embassy in Ethiopia. "Beginning 9 April, those who have applied for a residence permit to come to Sweden to live with someone, to work, or for studies will be able to have their application processed at the Embassy of Sweden in Islamabad," the Swedish Migration Agency wrote on its website.
