On January 15 and 16, 2025, the U.S. Department of Commerce’s Bureau of Industry and Security (BIS) published two interim final rules (IFR) aimed at reducing the risk that countries of concern obtain the most advanced artificial intelligence (AI) models and advanced computing items. The first IFR is known as the Framework for AI Diffusion and may be referred to as the Diffusion rule. The second IFR may be referred to as the Presumption rule.

On November 26, 2024, the U.S. Department of the Treasury
(Treasury) published a final rule (Final Rule) amending certain

Introduction These are difficult times for population forecasters. Our forecasts work well when the future is similar to the past, but our methods can be blind-sided by real change. Since 2010 mortality in the United States (US) stagnated and life expectancy declined for three straight years 2014–17 – before Covid 19 arrived. Over the same period US fertility began a decline that has continued well after the Great Recession ended, bringing fertility to new lows (TFR of 1.665 in 2022).
