    Less than a month out from one of Mexico’s largest Carnival celebrations, the port city of Mazatlán, Sinaloa, is seeking to reactivate its tourism economy with a new the campaign called “A Sea of Stories.” Tourism in the beach town has declined sharply as the state faces a security crisis. The campaign, which will be launched in Mexico and abroad, aims to promote Mazatlán as a destination for sporting events, business meetings, weddings, fishing tournaments and more.

    After a long overnight debate, Mexico’s Senate approved a constitutional reform to place the National Guard under military control, as well as endowing it with investigative powers. The Senate approved the bill with 86 votes in favor, 42 against and zero abstentions. The vote was split almost perfectly along party lines, with the Morena Party and its allies making up 85 of the favorable votes.

    Helene strengthened into a Category 1 hurricane Wednesday morning, as it moved past the Quintana Roo coast toward the Gulf of Mexico. At 9 a.m. CST, the eye of the hurricane was centered 70 km northeast of Cancún and 135 km north-northeast of Cozumel, moving north-northeast at 17 km/h, according to the National Meteorological Service (SMN). Helene has sustained winds of 130 km/h with gusts of up to 155 km/h.
