    A new trend that I had missed is the rise in “microschools,” or schools with one teacher and fewer than 30 students.  Essentially, these independent schools are returning to the model of one-room schoolhouses.  Florida and Utah recently eased government restrictions, such as zoning rules, that have hampered the establishment of microschools.

    Last Spring, prior to adoption of the new Georgia “Squatter Reform Act” criminalizing squatting, I provided pro-bono services to the owners of a vacant residence.  Our clients, were a couple who inherited a small one story single-family residence in rural Georgia, sitting upon 30 acres of land.  After inheriting the property, the residence remained vacant and unfurnished for several months, while the couple decided what to do with their inheritance.

    Minnesota recently passed legislation designed to keep more children out of foster care.  Rather than the prior “reasonable efforts” to prevent family separation, the new law requires case workers to take “active efforts” to keep families together, including prioritizing extended family for placement.  Another provision requires caseworkers to provide parents “stepped up” services to address the problems that led to the abuse or neglect.

    The Louisiana Attorney General recently issued an opinion that school rules requiring mandated reporters to come to supervisors first violates state law.  Louisiana’s mandated reporter is both stringent and confusing.  It requires that staff “immediately” report to the Department of Family and Children’s services suspicions of abuse by caretakers, but “immediately” report to law enforcement suspicions of abuse by anyone else.
