As U.S. President Donald Trump returns to the White House, it already seems clear that his second term will look little like his first. Many of Trump’s first-term appointments distanced themselves from his views and even denounced him. “I picked some people I shouldn’t have picked,” Trump lamented on Joe Rogan’s podcast last November. “Disloyal people.” This time, Trump is ready.

Trump didn’t say that he disagrees with the policy recommendations of Project 2025, from combating “abortion tourism” to repealing President Biden’s Infrastructure Investment and Jobs Act. He probably disavowed the plan because he knew Project 2025 was a political loser. Even for a candidate who has never shied away from the unpopular, it made sense to distance himself from the project’s promise of a national abortion ban, among other policies.
