    Amid the chaos and war of the past five months, Palestinian constitutional issues have hardly been at the forefront of anybody’s mind. That is a problem: neglecting the structure of Palestinian institutions over the past thirty years has deeply aggravated—and continues to deeply aggravate—Palestine’s political crisis. Domestic leaders and international actors (including the United States) have worked to bend and even break institutions and rules according to the needs of the moment.
