This year is the 13th annual Tom Tom festival, bringing all kinds of music and artists to Charlottesville. This year's forward-focused theme is EVOLVE.     CHARLOTTESVILLE, Va. (CBS19 NEWS) -- On Tuesday, the University of Virginia community honored the legacy of the late John T. Casteen III, who served as the institution's president from 1990-2010. One of speakers of Tuesday's memorial at Old Cabell Hall included, current President Jim Ryan, saying it’s impossible to walk around grounds without seeing an accomplishment of Casteen’s.     CHARLOTTESVILLE, Va. (CBS19 NEWS) -- The City of Charlottesville is seeking the public’s input on how to make Charlottesville more accessible to those with mobility issues or disabilities. The Americans with Disabilities Act Transition Plan was presented to City Council earlier this month on changes the city hopes to make in coming months. The over 200-page draft plan details multiple project plans expanding from the language used in city programs, to even physical changes like walkways.
