1 INTRODUCTION While the price of housing relative to other goods has increased by 120% between 1970 and 2016 (Albouy et al., 2016), there is considerable heterogeneity in the extent of house price appreciation across places. Affordable housing shortages and gentrification in historically low-income urban neighborhoods have been associated with the displacement of low-income renters (De Marco & Hunt, 2018).
