ABSTRACTThis paper offers a novel explanation for the inclusion of labour and environmental provisions in the European Union’s (EU) preferential trade agreements, highlighting the impact of politicisation and place on this form of institutionalisation. It critiques existing theories for projecting ex officio preferences onto DG Trade and builds an alternative explanation based on the notion that preferences are produced endogenously through interactions.
