Congress narrowly averted a government shutdown that would have started Oct. 1 with bipartisan support and extended stopgap funding through Nov. 17. The short-term funding measure (H.R. 5860; see BGOV Bill Summary) also provided $16 billion in emergency disaster relief and temporarily extended several programs, including Federal Aviation Administration authorities, the national flood insurance program, and various health programs.
