트럼프의 관세 전쟁에서 가장 큰 수수께끼가 있다. 그가 ‘해방의 날(Liberation Day)’에 발표한 ‘상호 관세(reciprocal duties)’가 다른 나라들이 미국 수출품에 부과하는 관세와 전혀 연관성이 없다는 점이다. 거의 모든 경우에서 트럼프의 관세 수준은 상대국이 미국에 부과하는 관세보다 수 배나 높다. 도대체 이 거대한 격차를 어떻게 정당화하는가. 대통령은 우리가 과도한 관세가 아니라 쿼터(quota)나 기술기준 같은 명백한 ‘비관세 장벽(non‑tariff barriers, NTB)’에 의해 해외 시장에서 체계적으로 차단당하고 있는 ‘사기꾼(cheaters)’에게 순진하게 국경을 개방하고 있다고 주장한다. 그러나 실제로는 정반대다. 미국은 자신이 그렇게 혐오하는 비관세 장벽을 세계 주요 경제권 중 중국을 제외한 거의 모든 나라보다 더 적극적으로 사용하고 있다. 각국 무역 정책이 얼마나 개방적인지, 혹은 제한적인지를 보여주는 대표적 지표가 있다.

Hours before announcing a 90-day pause on most tariffs, excluding China, Trump posted “THIS IS A GREAT TIME TO BUY” on Truth Social. The S&P 500 jumped over 9% after the news. Democrats are demanding an investigation after a spike in Nasdaq call options, bets on rising stock prices, occurred just before Trump reversed his tariff policy.

도널드 트럼프 미국 대통령이 9일(현지 시간) 중국을 제외한 나머지 국가에 부과된 상호관세를 90일간 유예하겠다고 밝혔다. 부과를 강행할 듯 보였던 트럼프 대통령이 한발 물러난 이유로는 ‘채권 시장’이 꼽힌다. 트럼프 대통령은 ‘해방의 날’ 발표 이후 증시가 역사적인 폭락을 겪는 동안에도 별다른 관심을 보이지 않았다. 트럼프가 더 중요하게 여겼던 지표는 10년 만기 미 국채 수익률이다. 이 지표는 자동차·주택담보·신용카드 대출금리 및 기업의 장기 차입금리에 큰 영향을 주기 때문이라는 분석이다. 1500억 달러 규모 투자전략 자문을 맡고 있는 리서치 어필리에이츠(Research Affiliates)의 창립자 롭 아노트는 “트럼프는 주가보다 10년물 국채 수익률을 더 신경 쓴다”고 말했다. 트럼프는 취임 직후부터 연방준비제도(연준∙Fed)를 압박하며 금리 인하를 바랐다.
