DISCUSSIONThe development of mental health services has generally lagged behind otherhealth services. While some countries (mostly from the economically developedregions) have well-developed resources, the majority are poor in resources. Atlas provides a baseline measure to assess these resources and also to monitorthem in future. A mental health policy, programme or legislation are important tools forthe overall development of mental health resources.
