NIIGATA--Shortly after 9:30 a.m. on a recent morning, a propeller plane began taxiing on a runway at Niigata Airport. The aircraft speedily took to the air, marking the first flight for budget carrier Toki Air Co. Some staff members saw the flight off, while brandishing a banner that stated, “Thank you for flying with us.” The plane made a wide turn in the sky and then headed for Sapporo. Passengers aboard broke out in applause following the takeoff, according to one passenger.
