Only about 3% of the people who have submitted green card applications will receive permanent status in the US in fiscal year 2024 according to a recent Cato Institute Report. Of the approximately 35 million applications are pending, only 1.1 million people will receive green cards in 2024. While it is true that the number of applicants has increased over time, the backlog problem is also due to the US government’s rejection of applicants.

The U.S. immigration system disproportionately impacts people from India who are contributing to the U.S. economy. Each year, the United States issues 140,000 green cards based on employment. However, these green cards, which allow someone to live and work permanently in the U.S., are not allocated on a first-come, first-served basis. As a result of antiquated rules, green cards are capped; people from no single country can receive more than 7% of the annual employment-based green card allotment.
