Armenian migrant workers are increasingly shunning work in Russia in favour of opportunities back home, disillusioned by the devaluation of the ruble, stricter anti-migration policies, as well as growing levels of hostility toward foreigners. For years, Vahram Tonoyan has left his wife and daughters behind in Armenia’s second city Gyumri each spring and travelled to Russia where he would work for most of the year, regularly sending remittances back home to support his family.

Nearly a year has passed since the last Armenia-Azerbaijan prisoner swap, which came just months after Azerbaijani forces captured Nagorno-Karabakh and drove more than 100,000 ethnic Armenians from the disputed region. According to human rights lawyers, at least 23 Armenian prisoners of war and civilian detainees remain in Azerbaijani custody.

Bringing Azerbaijan to justice for its war crimes against Armenians and preventing more Azerbaijani attacks on Armenia was the main official rationale for Yerevan’s accession to the ICC completed in February this year. It followed the ratification by the Armenian parliament last October of the court’s founding treaty known as the Rome Statute.

In mid-July, Russia’s agricultural watchdog Rosselkhoznadzor temporarily banned imports from 16 major Armenian fruit and vegetable suppliers amid souring relations between the two traditional allies. This is not the first time Russia has resorted to unconventional forms of warfare to exert pressure on its supposed partners, however. Fresh fruit and vegetables are a mainstay of Armenia’s economy, with over 90% of its produce being exported to Russia.

There was a glimmer of hope after the war, when the release of Armenian captives was announced. Lilit raced to Erebuni military airport in Yerevan, Armenia’s capital, in the hopes of seeing her husband. But there was no sign of him. “It’s hard to deal with emotionally for my son.
