    MONTPELIER — The state Senate Committees on Education and Finance got their first look at the bill that intends to transform Vermont’s education system. House Committee on Ways and Means Chair Rep. Emilie Kornheiser, D-Brattleboro, and House Committee on Education Chair Rep. Peter Conlon, D-Cornwall, attended a joint hearing of the two Senate committees on Tuesday to present an overview of the 160-page bill that was passed by the House on Friday.

    Following months of contract negotiations, some Rutland City Public Schools educators have been notified they may not be offered a contract for the coming school year. RCPS Superintendent Bill Olsen announced in an April 14 letter to members of the Rutland Education Association that some staff members would be receiving reductions in force notices, since the REA and RCPS Board of School Commissioners have yet to agree on a contract.

This year is the first the district has participated in the "One District, One Book" program, which connects communities across school districts through a shared curriculum on a specific book. Well Springs, composed of Middletown Springs Elementary School and Wells Village School, is one of three districts with the Greater Rutland County Supervisory Union.

After some three hours of discussion, lawmakers voted 87-55 during a Friday session to approve H.454, an act relating to transforming Vermont’s education governance, quality and finance systems. The bill will head to the Senate, where it is expected to face opposition from those advocating for a swifter timeline and more immediate action than is proposed in H.454.
