Azerbaijan’s plan of creeping ethnic cleansing of Armenians in Nagorno-Karabakh (Artsakh) became explicit in March 2022, shortly after the start of Russia’s war in Ukraine. It was clear that Azerbaijan was employing a combination of methods, including military offensives, the weaponization of gas, human rights abuses, and psychological warfare, to create unbearable livelihood conditions for Armenians in Artsakh. It was also evident that Russian “peacekeepers” were failing to protect them.
