Long before he was confirmed to lead the Office of Management and Budget, the White House office that oversees federal spending and agencies, Russell Vought detailed his intention to roll back what he called the " Marxist takeover " of this country. In his design, a key target of the counterrevolution would be career civil servants. "We want the bureaucrats to be traumatically affected," Mr. Vought said.
