As the city of Apple Valley infrastructure ages and the cost to replace it becomes more costly, the city is expanding its use of raising revenue for road repair and reconstruction projects through utility franchise fees. For at least the past 20 years, the city has had a franchise fee in cooperation with Dakota Electric.
