Thousands of Johannesburg inner-city residents occupy buildings in conditions like those that led to the fire at 80 Albert Street that killed at least 77 people. They are living in derelict multi-storey buildings, former office blocks, sectional title buildings, tenements, warehouses and factories. The residents are mostly informal, unsalaried or poorly paid workers. Some are unemployed or on welfare grants. They can't afford even the lowest priced formal rental or social housing in the inner city.

Marie Huchzermeyer is a board member of the NGO Planact and a member of SACPLAN (the South African Council of Planners). She received funding from the NRF up until 2019. From 2016-2025 she receives funding from DAAD (German Academic Exchange Service). There has been much said about the failure of the City of Johannesburg to carry out its mandate with respect to basic health and safety conditions in the inner city, but far less about specifically what interventions are needed. Critical among these is to upgrade housing conditions, expand accommodation choices and increase housing supply, including for very poor people. This is a formidable task, requiring an evidence-based and tailored strategy.
