Die Unterstützung des Westens für die Ukraine lässt allmählich nach und direkte Verhandlungen mit Russland sind offenbar nicht länger eine abwegige Idee. Zudem setzt sich der Rechtsruck in der westlichen Politik mit Donald Trumps Sieg bei den US-Präsidentschaftswahlen nahtlos fort. Es hat den Anschein, als stünde Moskau kurz davor zu bekommen, was es will.

Russian President Vladimir Putin has looked like a lucky man in recent months. Western support for Ukraine is weakening; direct negotiations with Russia are no longer a fringe idea; and the rightward shift of Western politics has continued apace with the victory of Donald Trump in the US presidential elections. It appears as if Moscow is on the verge of getting what it wants. However, this is misleading: Russia’s real position is much more complicated than it appears.

Russia and the West have carried out the biggest prisoner swap since the Cold War, with sixteen prisoners handed from Russia to the West, and eight moving to Russia from the West. The deal, which was years in the making, was built around Russian President Vladimir Putin’s strong desire to return assassin Vadim Krasikov, who was jailed in Germany in 2019 for the murder of Chechen rebel commander Zelimkhan Khangoshvili.

Wladimir Putins erste Personalentscheidung nach der offiziellen Einführung in seine fünfte Amtszeit als Präsident war die erneute Nominierung von Michail Mischustin als Ministerpräsident – die russische Verfassung schreibt vor, dass vor der Amtseinführung des Präsidenten die Regierung zurücktreten muss. Auch die meisten Minister werden ihre bisherigen Ressorts behalten.

Vladimir Putin’s first staffing decision after his formal inauguration for a fifth presidential term was to re-appoint Mikhail Mishustin as prime minister (Russia’s constitution obliges the government to resign ahead of a presidential inauguration). Indeed, most ministers were returned to their former positions. But Putin generated some surprise by offering the post of defence minister to Andrei Belousov, an economist and former deputy prime minister.

In March, a group of terrorists attacked the Crocus City Hall, a music venue and vast shopping complex on the outskirts of Moscow. Four gunmen shot into crowds indiscriminately and started a fire that caused the building to collapse, killing over 140 people. Islamic State Khorasan, or ISIS-K, an Afghanistan-based branch of the militant group, claimed responsibility for the attack. But the Russian government blamed Ukraine for the carnage, and, by extension, the West.

As Vladimir Putin prepares to run for re-election in less than three weeks’ time for a fifth presidential term, the Russian leader has not troubled himself with writing a manifesto. Instead, he chose to use the platform of his annual state of the nation address on Thursday as a convenient campaigning opportunity.
Unsurprisingly, Putin began with what matters most to him personally: the war in Ukraine.

The arrival of conservative talk show host Tucker Carlson in Moscow at the beginning of February to interview Russian President Vladimir Putin sparked a media furore. In the West, there was outrage at Carlson giving a platform to the person responsible for unleashing a brutal and devastating war in Ukraine. But in Russia, the visit was met with euphoria, with state-owned media portraying Carlson as one of the most famous and most influential journalists in the United States.

It might seem that March’s presidential election is an insignificant formality in Russia, since the outcome is no secret and Vladimir Putin will face no real opponents: only toothless sparring partners. Still, it’s an administrative procedure with its own political logic, and therefore its own intrigue.
Just like Russia’s ongoing war against Ukraine, the presidential election is influencing domestic political trends and changing Russia.
