Next year, the SkillsFuture movement will be 10 years old. Over the past decade, continuing education and training (CET) has become a national priority driven by advancing technology and intensifying global competition. And yet, its economy has proven remarkably resilient. Or has it?

SINGAPORE: In April, the United States passed a law that would ban popular video-sharing app TikTok in the country unless it is divested by Chinese parent company ByteDance within a year. This is despite TikTok having some 170 million users in the US, including business owners who depend on it for income. While the threat to ban TikTok reflects growing US-China rivalry, it also suggests that the balance of power is shifting in favour of states over multinational corporations.

SINGAPORE: In his book in 1990, American political scientist Joseph Nye popularised the concept of “soft power”, referring to a nation’s international influence arising from attractiveness or appeal, in contrast to “hard power” rooted in military or economic strength. While every nation seeks hard power in a turbulent world marked by trade and military conflict, there is much to be said for soft power which enables countries to project influence without force.
