December is the season of reflection on the year that was, and bold predictions for the year to come. Here’s my not-so-hot take for 2025: there will be plenty of change in Canadian economic policymaking. The spectre of Donald Trump looms over Canada, and he’ll force us to rethink our role in the world, how we run our economy, and how we trade. Policymakers will face tough choices and will need to stress-test some core assumptions about economic policy in a Trumpian world.

Statistics Canada released data on Friday showing another weak quarter of growth along with a sixth-consecutive quarterly decline in per capita national income. This matches the longest-ever streak of negative per capita quarterly readings, a record set during the deep recession of 1981-1982. While no one believes the current situation is anywhere near as dire as that historic downturn, it underscores a persistent issue: Canada’s poor per capita economic performance.

In the days following Tuesday’s U.S. presidential election, there will be plenty written on what the results mean for Canada. According to a recent Leger poll, 64 percent of Canadians would vote for Kamala Harris as president over Donald Trump. Economists also worry about the potentially destabilizing effects of a Trump administration, particularly around the unpredictability of tariffs and trade disruptions.
