The rapid development of the chemical industry cannot be separated from the strong impetus of the petroleum industry [1], [2], [3], [4]. The exploitation of marine crude oil and the transportation at sea due to the uneven distribution of crude oil among regions have promoted the prosperity of offshore oil trade, and at the same time brought about inevitable marine oil spills, which leads to a waste of resources and an incalculable loss to the environment [5], [6], [7], [8].
