NEW CASTLE, Pa. — Lori Mosura goes to the grocery store on a bicycle because she can’t afford to fix her Ford F-150 truck. The single mother and her 17-year-old son live in an apartment that is so small she sleeps in the dining room. They receive $1,200 each month in food stamps and Social Security benefits but still come up short. Ms. Mosura said she often finds herself deciding between buying milk or toilet paper.

PHILADELPHIA - Sheriff Haeda Raa left Liberia to escape a violent tribal initiation ritual, reaching Central America by plane and, finally, the U.S. border with Mexico by bus and on footlate last year. U.S. immigration officials held him for five days. He didn’t know where he’d go if he was released. He had no family or friends to turn to for guidance. Colorado, Idaho, Nevada and Oregon rebuffed efforts to adopt ranked-choice voting in their future elections, dealing a setback to a group of wealthy donors who wanted to dramatically change how Americans choose their elected officials. The one bright spot for advocates of ranked-choice voting was the District, where a referendum was approved by a wide margin. Under this system, voters rank their top choices in elections.

TREASURE ISLAND, Fla. — Steve Weidner lives in the tallest house on 1st Street East in this quaint seaside village, a sprawling community pummeled by historic, deadly flooding from Hurricane Helene. From his three-story house, Weidner looked out his window around 7 p.m. Thursday, as Hurricane Helene raged about 100 miles away in the Gulf of Mexico. Ocean waters had started to creep up onto the street, covering the base of the tires on his five vehicles.
