President Trump's announcement that he was pausing some tariffs for 90 days came as U.S. Trade Representative Jamieson Greer was testifying in front of the House Ways and Means Committee. At 1:37 pm, less than 20 minutes after Trump's message, Rep. Steven Horsford (D., Nev.) pressed Greer on the decision. "I am, yes," said Greer. "I understand the decision was made a few minutes ago. It's been under discussion."

Sen. John Kennedy (R., La.) predicted that the tariffs announced by President Trump would set off months of talks with other nations looking to cut deals with the U.S., but like other GOP senators noted that the levies also came with great uncertainty. "Tariffs are like whiskey," Kennedy said on Fox News. "A little whiskey under the right circumstances can be refreshing. Too much whiskey under the wrong circumstances and you end up drunk as a goat. We just don't know right now.
