Since the launch of the Journal Impact Factor half a century ago in 1975, the bibliometric assessment of research outputs has proven a lasting and important — if flawed — method of quantifying impact. When considering new or non-traditional output forms, trying to ascertain their use through mentions in the literature has been a challenging endeavor. While today there are tools to facilitate this process at scale, applying these remains a significant challenge.

The last week has seen remarkable changes in the senior leadership at one of the world’s most venerable research libraries, the Library of Congress. Last Thursday, its as announced that the White House dismissed the Librarian of Congress, Dr. Carla Hayden. Shortly thereafter, on Saturday, it was announced that Shira Perlmutter had also been removed from her role as Register of Copyrights.

Each presents its own problems for policing the integrity of scholarly record. In turn, each has received significant attention recently as scholarly publishers grapple with their fundamental duty, which is to provide vetted, trusted research to the world.

As artificial intelligence (AI) systems become increasingly integrated into scholarly research and knowledge dissemination, publishers face a critical challenge: how to best integrate their content into this new ecosystem. Currently, an increasing number of publishers are collaborating with AI system suppliers to license their content for large language model training, small model development, and retrieval-augmented generation applications.
