In thinking about tomorrow’s world, it is important to separate out the modelling required in operating such a future, recognising quite different levels of automation and connectivity, data and information flows, pricing and control mechanisms; as opposed to the modelling required to forecast what such futures may look like, and supporting decision-making today. In that context it may be useful to separate out four quadrants in the modelling vs time range.

In a fast-developing economy (such as Dubai, where the Marina zone is rapidly expanding), neither the supply side is well established (much of the infrastructure has not yet been built), nor the demand side (much of the future population does not yet live there, and we know little about their socio-demographic features), whilst the predicted economic growth is surrounded by uncertainty. As the future will be so different, best practice guidance should focus on dealing with this uncertainty.

The Department for Transport ought to be congratulated for developing scenario forecasts for road traffic (‘DfT embraces scenario-based road traffic forecasts for uncertain world’ LTT 20 Mar). Strong opinions have been voiced about the lack of credibility of the previous forecast growth figures and the DfT has responded, sticking to well-founded economic relationships but acknowledging uncertainty.

The last issue covered the LTT seminar on the future of transport investment appraisal, which raised wide-ranging issues about professional practice and the way transport projects are looked at in their wider context by other parties. The discussion included current DfT consultation on potential revisions to WebTAG – the DfT’s guidance on preparing the economic case for transport investment. The DfT has also been holding a series of specialist theme-based workshops.
