    The certification of every member of the City of Chester Police Department was pulled on Monday, then reinstated a few hours later after an outstanding fine was paid. Early Monday, the South Carolina Criminal Justice Academy sent a letter to Chester Police Chief William Petty noting that on May 20, the Law Enforcement Training Council ordered his department to pay a civil penalty for non-compliance. That includes some that have had fines outstanding and uncollected for so long that they predate the commissions present filing system. A fine owed to the Ethics Commission does not actually indicate a candidate broke the law or committed an unethical act.

    An increase in solid waste collection fees has been approved by Chester City Council and the establishment of bulk pickup fees is likely coming soon. On Monday, Chester City Council approved raising trash pickup costs from $24 a month per household to $32 monthly in an effort to get the program closer to being self-sustaining.
