As governments grapple with postpandemic economic realities, the pressure to balance fiscal responsibility with delivering excellent public services has never been greater. The pandemic and its aftermath essentially took costs off the agenda for the last four years. Out of necessity, governments ignored current debt loads and ratcheted up fiscal stimulus to meet pandemic-related needs, offset lost tax revenue, and avoid layoffs.
