Up close, the retrofitted pontoon is actually something quite new: An oyster-processing barge that operates without a gasoline-fueled generator. The average retail price of electricity in Maine during the 10-year period rose from 12.65 cents per kilowatt hour to 19.62 cents, according to data collected by the federal Energy Information Administration. That’s an increase of 55 percent.
