To add to this complexity, many countries, including Germany and my own country of Australia, have federal systems where the federal government and the state governments are not always aligned in their policy and legislative priorities and objectives. In my view, in Australia there is rarely alignment among the states themselves and among the states, territories and federal government.

ICSB SME World Forum, Baku, Azerbaijan
I attended the 2023 International Council for Small Business (ICSB) SME World Forum in Baku, Azerbaijan, as incoming chair for the ICSB.
The opportunity to speak with small business leaders and policy makers from around the globe is always incredibly valuable – but this year I was really struck by the synergies between some of our conversations we were having and our surroundings.

In 2022, the IPA-Deakin SME Research Centre published The Case for a National Australian Small Business Agency white paper to help improve government cooperation and service delivery for the sector.
That report recognised the role of the national Australian Small Business and Family Enterprise Ombudsman. The ASBFEO, however, is limited to small and family business advocacy, and dispute resolution assistance.

In brief:
Treasury Laws Amendment (2023 Measures No. 3) Bill 2023 passed both Houses of Parliament on 6 September, enabling an ‘experience pathway’ into financial advice without qualifications. While the provision of quality financial advice has been hampered by a shortage of qualified advisers, the IPA does not believe that removing education requirements is a suitable solution.

This year, as the IPA turns 100, we find ourselves not only celebrating the past, but looking towards the future. A large part of our future is impacted by ESG factors – environmental factors, society and social policy, and the governance of these factors.
We are particularly interested in the development of the governance framework, including sustainability reporting standards, and the part this will play in our effort to achieve the United Nations Sustainable Development Goals (SDGs) by 2030.

The IPA’s Advocacy and Policy team lodged the IPA’s pre-Budget submission with the Federal Treasury in January. While many recommendations focus on tax measures, we also urge change in innovation policy, trade policy, financial services, regulatory reform, and from the small business and SME perspective. Our recommendations would boost productivity growth through increasing small business and SME innovation, competition, and participation.
