On Sunday, Netanyahu said his country would allow a "basic amount of food" to enter the territory after a 11-week long blockade but it planned to take "control of all of Gaza". The three Western leaders criticised this as "wholly inadequate" as the "denial of essential humanitarian assistance to the civilian population is unacceptable and risks breaching International Humanitarian Law". They added the level of suffering in Gaza was "intolerable".

To get round these penalties, Moscow built up what has been referred to as a "shadow fleet" of tankers whose ownership and movements could be obscured. Downing Street has accused the operation of "bankrolling the Kremlin's illegal war in Ukraine".
