BELLEAIR BEACH — Delays in the city’s Gulf Boulevard undergrounding project were addressed by Duke Energy officials at a City Council meeting held April 7. The first phase of the project covers the boulevard south of the causeway but has been idle since Hurricane Helene in late September.
