    First wordI PUT it to the Senate that as the treaty-approving power of our government, the chamber should seriously review its record on treaty ratification and correct an unfortunate impression of gullibility in willing the country's accession to international treaties and agreements. The incumbent Senate is not accountable for the entire record. Institutionally, however, it should explain the nation's erratic and dubious harvest from treaties.

Since it was the Senate that ratified the treaty that created the International Criminal Court (ICC), thus signifying that the republic acceded to the terms and obligations under the treaty, the Senate should also be up front in declaring that the country has fully seceded from the Rome Statute since 2019, after we had served a year's notice of withdrawal.
