1. IntroductionLao PDR has been a member of ASEAN since 1997 and adopted the ASEAN CBT Standard in 2016. Before the outbreak of the COVID-19 pandemic, tourism was rapidly growing in Laos []. In 2019, international tourist arrivals increased by 14.4%, reaching 4.79 million. International tourism receipts totaled USD 934 million. During the years 2010–2019, international tourism receipts increased faster than international arrivals, suggesting increased sector value.
