While his trip to India reflected its status as Sri Lanka’s major economic partner, his trip to China also signifies the country’s importance in Sri Lanka’s economic recovery and growth. Amid the fog of a tumultuous month, the EU staged its first Global Gateway Forum in Brussels on 25-26 October. As a show of the bloc’s diplomatic strength it was a small triumph, gathering major partners and world leaders (including 16 heads of state) to mark the launch of its flagship infrastructure programme. Originally announced in 2021, Global Gateway is a political statement as well as an investment strategy, and an offer to both the Global South and the EU’s neighbourhood.

The problem of debt, and debt sustainability, has become one of the most urgent issues facing many low- and middle-income countries around the world. The IMF estimates that 36 low-income countries are at high risk of, or are currently in, debt distress, with the highest proportion of these on the African continent.
