Ecuador's state oil producer Petroecuador on Thursday declared a 60-day emergency at the South American nation's largest oil refinery, its second emergency in one month, after a fire this week caused damage to some fuel tanks. Petroecuador said it had identified damages at two fuel tanks and in an electrical substation at its Esmeraldas refinery in northern Ecuador, which was affecting operational capacity.

Energy major ExxonMobil (XOM.N) has entered into exclusive negotiations with the French unit of Canadian energy group North Atlantic to divest its majority-owned French subsidiary Esso (ESSF.PA), it said on Wednesday. The sale is expected to take place in the last quarter of this year, at a price of 149.19 euros ($168.82) per Esso share before distributions, or 32.83 euros after distributions, Esso said in a statement.

Phillips 66 (PSX.N) is expected to lay off most workers at its 139,000-barrel-per-day Los Angeles-area refinery in December, sources familiar with the matter said on Thursday. The company announced in October it would close the facility and begin winding down operations in October 2025. The workforce reduction will begin two months later. The Los Angeles facility has about 600 employees and 300 contractors. Over half of the employees are hourly workers represented by the United Steelworkers Union.

Chevron (CVX.N) is attempting to restart the El Segundo, California refinery after taking units offline last week, sources familiar with plan operations said on Monday. The El Segundo refinery has brought its 100,500-barrel per day (bpd) crude distillation unit back online, one of the sources said. The 56,000-bpd vacuum distillation unit is still down, they said. Kuwait National Petroleum Company (KNPC) said on Thursday that one worker was killed and four were injured in a limited fire that had been extinguished at the Mina Abdullah refinery's desulfurization unit. Two injured workers were taken to hospital for necessary medical treatment, KNPC added in a statement. KNPC did not say if production and operations were affected there due to the fire.
