The legislation is named in honor of the 22-year-old Georgia college student who was slain by undocumented migrant Jose Ibarra on  Feb. 22, 2024. The 26-year-old from Venezuela was previously arrested for theft. The new law would require undocumented migrants who commit certain nonviolent crimes -- like theft or burglary -- to be detained.
