The Multilaterist

This blog seeks to shed light on the often hidden dynamics of global organizations, legal systems, and court proceedings. I serve as an associate professor at the Hamilton Lugar School of Global and International Studies at Indiana University. I have authored a book detailing the formation and initial years of the International Criminal Court, as well as a history of the United Nations Security Council, both published by Oxford University Press. Currently, I am working on a diplomatic history centered around maritime law, particularly exploring the concept of "freedom of the seas."

    In the run-up to this year’s UN General Assembly meetings, the United States has rolled out a new policy on the vexed and seemingly insoluble question of how to reform the Security Council. For almost two decades, UN member countries have been engaged in fitful negotiations on the subject, and U.S. policy has evolved along the way.     Another Layer to the BRICS? In 2009, the leaders of Brazil, Russia, India, and China met to inaugurate a new geopolitical bloc. South Africa joined the next year, turning BRIC into BRICS. Then, last year, the group expanded even more dramatically, adding Egypt, Ethiopia, Iran, and the United Arab Emirates. (There have been reports that Saudi Arabia also joined, but the Saudi government said earlier this year that it is still weighing the membership invitation.
