    The criticism is the latest directed at North Yorkshire Council over its introduction of new home-to-school rules that mean pupils get free transport to their nearest school rather than their catchment school.     North Yorkshire Council officers have advised councillors to increase on and off-street parking tariffs by ten per cent in a move which could bring in almost £2m in extra income. Parking permits could also rise by the same percentage under the proposals. Officers say the increase is necessary to help pay for a raft of improvements to parking infrastructure. These include £2m plans to replace all 430 parking machines across the county.

    North Yorkshire Council’s plans would see seven homes owned by the local authority replaced within five years, with the first built in the Harrogate and Scarborough areas. The Independent Care Group (ICG), which represents care providers in North Yorkshire and York, has however urged the authority to put the proposal out to tender to allow private companies to bid to run the hubs.
