The Buffalo Bills have proposed a new rule in terms of how many quarterbacks they can carry for a given game. Right now, the NFL allows teams to designate an emergency quarterback for game day but the player has to be on the 53-man roster. That player also counts as one of the inactives for each game. That's not good enough for the Bills since they're proposing a rule to allow a practice squad quarterback to serve as the third quarterback.
