That was the assessment of Raul Quintana, St. Petersburg’s city architect, as he addressed members of media in the sun-drenched concrete surface of what was once the left-center field gap. A vote to formally approve $22.5 million in a guaranteed maximum price for repairs, originally scheduled for late March, is set for Thursday morning.
