A homeless man has been ordered to stay away from Balboa Park for three years after he was arrested multiple times for attacking park workers and visitors. Dewayne Freeman, 48, is accused of threatening a couple with a hammer in November 2024. Earlier this year, he rushed a parks and recreation manager as she stepped outside to accept her DoorDash order. On March 4, Freeman is accused of pushing the park's chief ranger into some bushes.

The family of a North County teenager whose body was found beaten to death in Del Mar has been waiting more than four decades for answers. "I believe somebody knows what happened," said Terri Ashley-MacQuarrie, 46 years after her brother's bloody body was found near the shore at Torrey Pines State Beach. Adam Ashley had been beaten to death, according to the Medical Examiner's report, but the killer or killers have never been identified, much less arrested.

San Diego is a city of 5,300 metered parking spots, and those metered spaces have time limits. Feeding the meter to buy extra time may be a waste of money, because you can still find an $85 parking ticket on your windshield. An NBC 7 employee learned this the hard way. The unnamed employee parked at a downtown meter and paid for two hours via the city's parking app, and then, before the two hours were up, he paid again. He was surprised when he returned to his car to find a ticket for $85.

On Monday, California's governor announced a state model to help guide cities and counties on addressing homeless encampments. The guidelines empower local governments to penalize people for sleeping in public areas, but urges them to do so in a humane way. The model prohibits camping on sidewalks and "persistent" camping in the same space for several days. It also recommends that municipalities make every effort to provide shelter before clearing out encampments.
