SACRAMENTO COUNTY, Calif. — Highlands Community Charter and Technical Schools has acknowledged errors in attendance - an issue determining how much taxpayer funding the school receives. The school now says it will repay nearly $13 million to the state for errors made during the 2021-2022 school year.

FOLSOM, Calif. — The SeaQuest interactive aquarium and zoo in Folsom's Palladio Mall has been sold as part of the company's bankruptcy, raising questions about its future. ABC10 has been investigating SeaQuest for over a year, uncovering allegations of animal neglect, safety concerns and customer injuries. Since then, California lawmakers have called for an investigation, proposed a new animal protection law, the company's CEO - Vince Covino - stepped down and SeaQuest filed for bankruptcy.

"This corporation is run by business people, not animal experts," said Anna Higgins, a former SeaQuest employee. "I believe with SeaQuest, all of [the issues] stem from the interactive aspect, which is what sets up failure," said one former employee, Elle. "I would just do them (interactions) back to back to back to back to back," recalled former SeaQuest employee Olivia Deleonardis.

The audit was prompted by ABC10's two-year investigation, The Wild West of Education, which focused on Highlands, both in-person and online schools. Twin Rivers Unified, the school district that conducted the audit - and is supposed to provide oversight to Highlands - gets millions of dollars from the school for authorizer and "facility" fees. Many question whether this audit can be trusted and say more needs to be done. "This feels like a mess," said Patrick Stevens.
