1 INTRODUCTION The long-term care sector represents a substantial share of the economy. In 2017, the publicly-funded long-term care spending was on average 1.5% of the gross domestic product across countries in the Organization for Economic Co-operation and Development (OECD), and about 2.2% in the United Kingdom (OECD, 2019). The publicly-funded long-term care program in England is called Adult Social Care (ASC).

1 INTRODUCTION Identifying inequality of opportunity (IOp) implies distinguishing the role and contribution of circumstances and efforts in achieving people's outcomes (Roemer, 1998). Circumstances are factors over which people do not have any control and for which they cannot be held responsible, for example, sex, ethnicity, parental education, or place of birth. Efforts are acts that reflect individual responsibility, such as lifestyle decisions or food consumption choices.
